I begin with a quote from Norman O Brown:

The woman penetrated is a labyrinth.  You emerge into another world inside the woman. . .  the basic dream of phallic movement in a female environment.

The shiva linga is the penetration of the male organ into the female organ, the yoni.  The symbol is an inner view, from inside the womb of the penis that has penetrated it.  We worship the union from inside the female, and not from the outside.  This is the mutual attraction:  the woman wants to experience the penis inside her, and the man wants to penetrate her.  The shiva-linga is the symbol of such a union.  The womb includes the entire cosmos into which  the male principle deposits the seed. The seed or sperm becomes nature and decides whether a man or a woman is to be born.  Thus the lingam is a symbol of the prognitor who brings forth both woman and man.  Thus the Kulacudamani Tantra says, "From the union of Siva and Sakti the world is created."
